No, re-contact attempts are cumulative, the total amount of contact attempts that the tool will do is determined by the configuration. 

For example: 

• You set a total of 3 contact attempts (2 re-contacts).
• The first 2 attempts fail.
• The case responds to the 3rd attempt but gets disconnected or stops responding after the 2nd question. 
• No further contact attempts will be made.
